Minimum Sanctions

Illinois State University is well aware of the impact that alcohol and other drugs can have on the academic and social success of students. Illinois State is also cognizant of federal, state, and local laws with respect to the use and distribution of alcohol and drugs, and is committed to the enforcement of appropriate regulations.

The intervention plan used in the sanctioning process can best be described as a "harm reduction" approach. We seek to educate students on the potential impacts of their choices with respect to alcohol and drugs, while at the same time holding students highly accountable for their actions. As a result, students violating regulations regarding the possession, use, and/or distribution of alcohol and other drugs can expect to face serious disciplinary consequences for their actions.

E-CHUG

E-CHUG was developed at San Diego State University, and is utilized by Illinois State University as the lowest-level of sanction intervention for alcohol offenses. There is no cost to students for this program, as it has been licensed through the use of student fine dollars.

The program was adapted from the work of W.R. Miller and colleagues at The Center on Alcoholism, Substance Abuse and Addictions at the University of New Mexico.

Complete E-Chug

If you are completing E-Chug as the result of a sanction requirement, please be aware that the sanction is not complete until you have submitted a reflection paper answering the questions asked in your decision letter. In your response, you must also include the reference number provided by E-Chug when completing the assessment.

Marijuana 101

The Marijuana 101 is an on-line educational program designed to educate students on research findings related to the use of marijuana and other drugs, including club drugs. The program also explores how substance dependency develops. To register to complete Marijuana 101, please pay the registration fee at the Bone Student Center Business Office and bring the receipt to 120 Student Services Building. You will then be given the instructions for logging on to Marijuana 101. The fee for registering for Marijuana 101 is $50.

Alcohol Class

The alcohol class is a four hour workshop designed to serve as an educational intervention for those students demonstrating difficulty either in making appropriate decisions about using alcohol or making appropriate decisions while under the influence of alcohol. The program focuses on the impact of alcohol consumption on the human body, and assists students in understanding how dependency (i.e., alcoholism) develops. The program also allows students to determine their own risk for developing alcohol-related lifestyle problems.

You must register for this course in advance at the Health Stop Resource Center, Student Services Building Room 228. Hours are 9 a.m. – 4 p.m., Monday through Friday. A $70 fee is due at the time of registration.

Initial Substance Screening

This Screening has been created specifically for college students and is designed to assist students in understanding risks associated with their use of alcohol. The screening also provides students with realistic feedback regarding their own personal use patterns.

Students will complete two 45 minute sessions with the Interventionist in order for this sanction to be considered complete. Students assigned to complete this sanction must schedule a time to meet with Kathy O'Connell, CADC, LCSW, Early Intervention Specialist, by calling CR&R at (309) 438-8621. The second appointment will be scheduled 2 weeks after the original appointment.

Students must, prior to the scheduled meeting, complete one assessment assignment on-line (see link below) and print the results. It is also helpful to complete and print out the initial contact sheet below. The results must be brought at the time of the assessment to 120 SSB. Students will also be given information at the first session that will need to be completed and turned in at the second session.

Students assigned to complete this assessment must contact Student Counseling Services at (309) 438-3655 to schedule an appointment. When calling, you should request to schedule an AOD (Alcohol and Other Drug) assessment.

Drug Policy: Students shall not possess, purchase, distribute, sell, or consume any illegal or controlled substance in crude or refined form except under the direction of a licensed physician.

Possession/Use: having, owning, purchasing, or using an illegal or controlled substance.

Sales: the process of giving of an illegal or controlled substance to another individual(s) in exchange for some monetary sum or other commodity.

Distribution: the process of giving an illegal or controlled substance to another individual(s) in excess of a quantity designed for single and immediate use.

Covert Use: the act of knowingly providing another individual(s) with an illegal substance without that persons' knowledge.
